What the analysis tells you

Strong offer. At or above target. Take it, or negotiate only minor terms.

Fair offer. In a reasonable range. A light counter on usage rights might still help.

Negotiate. Below target. Counter with a justified quote, line by line.

Seriously underpriced. Well under half of target. Push back firmly or consider declining.
